Abstract

Abstract. The Public Speaking Protokol Festival 2025 Program was designed as a public speaking learning platform through seminars, practice sessions, feedback, and competitions integrated into one continuous series of activities. This study aims to examine the preparation and implementation process of the program, the supporting and inhibiting factors in program management, and the application of the learning ecosystem concept within the Public Speaking Protokol Festival 2025 Program. This research used a qualitative method with a case study approach. Data were collected through in-depth interviews, observation, documentation, and literature study involving organizers, participants, and expert informants. The data were analyzed using qualitative data analysis techniques and validated through source and method triangulation. The results showed that the program was managed systematically through planning, organizing, implementation, and evaluation stages. Although there were internal obstacles, hybrid technical issues, and budget limitations, the program continued to run effectively through teamwork, institutional support, and media partners. This study concludes that the Public Speaking Protokol Festival 2025 Program successfully created an applicative, participatory, and sustainable learning ecosystem for participants.
