Pengaruh Rasio Keuangan terhadap Pertumbuhan Ekonomi Kota Bandung tahun 2010-2024

Abstract. This study aims to analyze the fiscal paradox in Bandung City during the 2010-2024 period, where local revenue and expenditure increased, yet economic growth experienced a slowdown. The research urgency is to evaluate the transmission effectiveness of local fiscal policy on the real sector. The method used is a quantitative approach with the Autoregressive Distributed Lag (ARDL) model to accommodate small samples (15 observations) and variables with mixed stationarity. The data used is secondary data from the realization of the Bandung City APBD and GRDP. The results showed that simultaneously, there is a long-term cointegration between fiscal performance and economic growth. Partially in the long run, expenditure efficiency and PAD effectiveness have a positive and significant effect, while the fiscal decentralization ratio has no significant effect. The short-term dynamic analysis shows an Error Correction Term (ECT) value of -1.1086, which indicates an overshooting phenomenon, meaning that the economy of Bandung City has a very high resilience and speed of adjustment to recover from economic shocks. The conclusion suggests that the government needs to accelerate the realization of quality spending in the early quarters to stimulate the multiplier effect.
Abstrak. Penelitian ini bertujuan untuk menganalisis paradoks fiskal di Kota Bandung pada periode 2010-2024, di mana realisasi penerimaan dan belanja daerah meningkat, namun laju pertumbuhan ekonomi justru mengalami perlambatan. Urgensi penelitian adalah untuk mengevaluasi efektivitas transmisi kebijakan fiskal daerah terhadap sektor riil. Metode yang digunakan adalah pendekatan kuantitatif dengan model Autoregressive Distributed Lag (ARDL) guna mengakomodasi sampel kecil (15 observasi) dan variabel dengan tingkat stasioneritas campuran. Data yang digunakan merupakan data sekunder dari realisasi APBD dan PDRB Kota Bandung. Hasil penelitian menunjukkan secara simultan terdapat kointegrasi jangka panjang antara kinerja fiskal dengan pertumbuhan ekonomi. Secara parsial pada jangka panjang, efisiensi belanja dan efektivitas PAD berpengaruh positif dan signifikan, sedangkan rasio desentralisasi fiskal tidak berpengaruh signifikan. Analisis dinamika jangka pendek menunjukkan nilai Error Correction Term (ECT) sebesar -1.1086 yang mengindikasikan fenomena overshooting, artinya perekonomian Kota Bandung memiliki resiliensi dan kecepatan penyesuaian yang sangat tinggi untuk pulih dari guncangan krisis. Kesimpulannya, pemerintah perlu mengakselerasi realisasi belanja yang berkualitas di kuartal awal guna menstimulus multiplier effect.
