Transformasi Sektor Unggulan Daerah dan Implikasinya terhadap Potensi Pengembangan Ekonomi Biru di Kabupaten Belitung

Abstract. Belitung Regency has significant maritime potential, providing opportunities to develop the blue economy through the optimization of its leading economic sectors. This study aims to identify basic sectors, analyze leading sectors, and examine the implications of regional leading sector transformation for the potential development of the blue economy in Belitung Regency. The study employed a mixed methods approach by combining quantitative analysis using Location Quotient (LQ), Esteban–Marquillas Shift Share, and Klassen Typology based on Gross Regional Domestic Product (GRDP) data of Belitung Regency and the Bangka Belitung Islands Province for 2020 and 2025. These analyses were complemented by a Systematic Literature Review (SLR) to strengthen the interpretation of the findings within the blue economy framework. The results indicate that 11 basic sectors remained consistent throughout the study period. The Shift Share analysis identified the Agriculture, Forestry, and Fisheries sector as the only sector with both competitive advantage and specialization. The Klassen Typology analysis revealed a transformation in the regional economic structure, characterized by an increasing number of advanced and rapidly growing sectors. The SLR findings further confirm that the Agriculture, Forestry, and Fisheries; Transportation and Warehousing; and Accommodation and Food Service Activities sectors have strong potential to support blue economy development, while the Manufacturing sector requires further strengthening through downstream processing to increase marine-based value added
Abstrak. Kabupaten Belitung memiliki potensi maritim yang besar sehingga berpeluang mengembangkan ekonomi biru melalui optimalisasi sektor-sektor unggulan daerah. Penelitian ini bertujuan mengidentifikasi sektor basis, menganalisis sektor unggulan, serta mengkaji implikasi transformasi sektor unggulan terhadap potensi pengembangan ekonomi biru di Kabupaten Belitung. Penelitian menggunakan pendekatan mixed methods dengan analisis kuantitatif melalui Location Quotient (LQ), Shift Share modifikasi Esteban–Marquillas, dan Tipologi Klassen berdasarkan data PDRB Kabupaten Belitung dan Provinsi Kepulauan Bangka Belitung tahun 2020 dan 2025. Analisis tersebut dipadukan dengan Systematic Literature Review (SLR) untuk memperkuat interpretasi hasil terhadap konsep ekonomi biru. Hasil penelitian menunjukkan terdapat 11 sektor basis yang konsisten selama periode penelitian. Analisis Shift Share menunjukkan sektor Pertanian, Kehutanan, dan Perikanan merupakan sektor yang memiliki keunggulan kompetitif dan terspesialisasi. Tipologi Klassen mengindikasikan adanya transformasi struktur ekonomi yang ditandai dengan meningkatnya jumlah sektor maju dan tumbuh cepat. Hasil SLR memperkuat bahwa sektor Pertanian, Kehutanan, dan Perikanan, Transportasi dan Pergudangan, serta Penyediaan Akomodasi dan Makan Minum berpotensi mendukung pengembangan ekonomi biru, sedangkan sektor Industri Pengolahan masih memerlukan penguatan melalui hilirisasi untuk meningkatkan nilai tambah ekonomi berbasis kelautan.
